The BEAD Program ($42.5 billion, administered by NTIA) allocates federal broadband deployment funding through State Broadband Offices using the FCC's Broadband Data Collection (BDC) fabric as the eligibility determination layer. ISPs that want to compete for BEAD funding must have accurate BDC filings, understand the fabric challenge process, and be prepared to document deployment timelines, service speeds, and technology types to state program offices. E-Rate (administered by USAC under FCC oversight) provides separate funding for schools and libraries, with Funding Commitment Decision Letter (FCDL) compliance requiring annual Form 486 filings and invoice submissions within defined windows. Building the GIS, data management, and reporting infrastructure to participate credibly in both programmes is non-trivial for smaller ISPs.
