State court eFiling systems must implement the OASIS LegalXML Electronic Court Filing Version 5.0 standard — a specification that defines the XML data model, file formats, and service interface for all court filing transactions. Tyler Technologies' Odyssey and Axcess platforms hold the majority of state court CMS market share, and integration with these platforms requires navigating underdocumented APIs, proprietary data models, and version-specific behaviors that differ by court jurisdiction. The remote hearing platform integrations added during 2020-2022 created technical debt that most courts have not addressed, and document management systems that don't implement the NIEM data model create long-term interoperability problems.
