EV Charging Infrastructure Engineering: OCPP 2.0.1, NEVI, and Grid Integration Compliance

NEVI program minimum uptime requirement for federally funded EV charging stations
The National Electric Vehicle Infrastructure (NEVI) program — established by the Infrastructure Investment and Jobs Act and implemented through FHWA final rule 23 CFR Part 680 — sets binding technical requirements for federally funded EV charging stations. OCPP 2.0.1 (Open Charge Point Protocol) is mandated for all NEVI-funded chargers, replacing proprietary protocols and enabling interoperability with any OCPP-compliant central system. ISO 15118 Plug & Charge (PnC) is required for open payment support. The 97% uptime requirement imposes monitoring and maintenance obligations that most EVSE operators are not currently meeting. Grid integration — connecting EVSE infrastructure to a Distribution Energy Resource Management System (DERMS) for grid-aware charging and vehicle-to-grid (V2G) capability — is the next layer of engineering complexity.
