Government IT modernization in 2026 is a landscape of parallel realities. Federal programs that adopted agile delivery methodology, small cross-functional teams, and iterative deployment to production are delivering working systems. State programs that procured large system integrators through traditional RFP processes, defined waterfall delivery plans, and measured progress through milestone documentation are producing the same failure patterns that have characterised government IT for three decades. The pattern analysis is not flattering: large waterfall contracts with commercial system integrators, inadequate state technical capacity to own the outcome, and procurement processes that reward proposal quality over engineering evidence consistently produce the same result.
