A modern federal grants management system must integrate with SAM.gov for UEI registration and entity validation, Grants.gov for opportunity search and application submission, USASpending.gov for DATA Act FABS and FPDS reporting, the Payment Management System for drawdown processing, and the relevant awarding agency's grants management system. The DATA Act (Pub. L. 113-101) requires financial and award data to be reported in a standardized, machine-readable format. The 2 CFR Part 200 Uniform Guidance imposes subrecipient monitoring, indirect cost rate management, and single audit requirements that must be enforced at the system level, not the policy level.
