Renewable Energy Trading Platform Engineering: FERC, ISO/RTO Markets, and Congestion Management

FERC rule mandating ambient-adjusted transmission line ratings — effective July 2023
A grid-connected renewable energy trading platform must simultaneously satisfy FERC regulatory requirements, integrate with ISO/RTO market clearing systems, track Renewable Energy Certificate registries, and compute nodal pricing for congestion management. FERC Order 881 (effective July 2023) requires transmission providers to use ambient-adjusted thermal ratings instead of static seasonal ratings — changing the available transmission capacity calculation dynamically. CAISO, PJM, and MISO each expose different market APIs with different latency and data format requirements. The settlement architecture that processes these inputs, reconciles against metered generation, and produces defensible billing records is not a vendor product — it has to be built.
